In Germany, for instance, newsreels celebrated record coal hauls with images of miners grinning through sooty faces. In the U.S., federally subsidized oil production meant prosperity and the freedom to 'Put a Tiger in Your Tank'. This raises a crucial point: What makes this situation even more concerning is the fact that the knowledge was not confined to scientific circles. It was disseminated to the broader public, and yet, the response was largely inaction. The report's legal significance is also noteworthy. It draws 'important connections' between the history of government knowledge and the legal obligations outlined in the ICJ's Advisory Opinion. Michael Burger, executive director of the Sabin Center for Climate Change Law at Columbia University, sees this as a 'warning shot' for those on the lookout for cases that may follow in the wake of the ICJ's opinion. The report, however, does not establish liability but provides crucial evidence that could help hold governments accountable for resulting damages and require them to act with greater urgency.
